Guide to Loft Insulation Grant for Pensioners

loft-pensioner-hero
  • Over a quarter of home heat loss occurs through poorly insulated lofts and roofs.
  • Loft insulation for a detached UK home can save up to £340 in annual energy bills.
  • The Great British Insulation Scheme (GBIS) and Energy Company Obligation (ECO4) provide free and reduced-cost loft insulation for pensioners.

According to statistics by the House of Commons Library, a staggering 8.5 million UK homes - nearly 33% of the housing stock - fail to meet minimum loft insulation standards, leading to mounting energy bills, cold and damp homes, as well as a large domestic carbon footprint.

Luckily, the UK’s ambitious Net Zero by 2050 goal has made way for insulation grants to support low-income, fuel-poor, and energy-inefficient homes with insulation upgrades, including loft insulation. Those who meet the qualifying criteria, including pensioners, can receive full or partial cost coverage towards loft insulation.

This complete guide by GreenMatch UK will introduce you to available grants for insulation for pensioners, qualifying criteria, and how to benefit as a pensioner.

Can pensioners get free loft insulation?

Pensioners - recognised as being over 66 - can get grants for loft insulation from a government grant scheme, but being a pensioner is not the only criterion that needs to be met to be able to qualify.

There are a series of other indicators that need to be met, such as being a homeowner or private renter, having low income, and having a home with a poor efficiency (EPC) rating to name a few.

Additionally, each government-backed grant scheme will have its specific criteria, methods of application, and provisions worth considering.

Loft insulation grants for pensioners

pensioner-loft-schemes

In the UK, two key grant schemes currently provide free loft insulation for pensioners. These are the Great British Insulation Scheme (GBIS) and the Energy Company Obligation (ECO4)

Both schemes exist to help low-income, fuel-poor, and energy-inefficient homes upgrade their thermal efficiency through a range of provisions beyond just loft insulation, but also cavity wall insulation, and even energy system upgrades in the case of the ECO4 scheme.

Pensioners in the UK can apply for support based on the qualifying criteria they meet.

Great British Insulation Scheme (GBIS)

The Great British Insulation Scheme (GBIS) is a government initiative aimed at improving the dwindling thermal efficiency of the UK housing stock by administering a single insulation measure per household.

This approach allows the scheme to maximise its reach across the UK and raise the overall thermal efficiency of domestic residencies nationwide.

The insulation measure of choice is decided after a house retrofitting assessment to determine the best course of action tailored to each household. This can include loft insulation, but also cavity, internal and external wall insulation as well.

The GBIS scheme is active until March 2026, but it’s advised to apply as soon as possible to maximise your chances of benefitting from a grant.

Energy Company Obligation (ECO4)

The Energy Company Obligation (ECO4) scheme works slightly differently from the GBIS scheme, as it’s rather an obligation placed on energy suppliers to provide home upgrades to low-income and fuel-poor households.

The ECO4 takes a more whole-house approach, administering up to 5 home upgrades to increase efficiency including loft insulation, but also cavity wall insulation grants for pensioners, energy system upgrades and even smart controls to name a few.

The ECO4 scheme is also active until March 2026, and it’s best to apply sooner rather than later to ensure you can benefit from its provisions.

Eligibility criteria for free loft insulation for pensioners

low-general-versus

Being a pensioner alone is not sufficient to receive grants for loft insulation through a government scheme. Several other qualification criteria need to be met.

These criteria mainly gauge your income, financial status and home efficiency. The two main income groups that can make use of grant schemes are the low-income group and the general group, with the former being a priority. The same applies to insulation grants for landlords.

Each group also has its different criteria that need to be met, based on financial circumstances.

Low-income group

Low-income households in the UK are generally identified by having an annual gross household income of less than £31,000. These households are generally prioritised by both the GBIS and ECO4 schemes and are the primary focus of grants.

As a pensioner, some other criteria that can identify you as the low-income group are:

  • Being a recipient of a means-tested benefit (e.g. Pension Credit Guarantee).
  • Having a home EPC rating below D (homeowners) or E (home renters).
  • Living in social housing and considered vulnerable to cold (age can be a factor).
What other government benefits are recognised?

Here is a list of eligible benefits that can classify you as a low-income household. If a permanent resident or homeowner receives one or more of these benefits, you are likely to qualify:

  • Income-related Jobseeker’s Allowance (JSA)
  • Income-related Employment Support Allowance (ESA)
  • Income Support (IS)
  • Pension Credit Guarantee Credit
  • Working Tax Credit (WTC)
  • Child Tax Credits (CTC)
  • Universal Credit
  • Housing Benefit (now eligible under ECO4)
  • Pension Credit Savings Credit (now eligible under ECO4)

Pensioners can also be considered low-income based on the council tax bands their property falls into. Generally, this is considered to be within council tax bands A - D in England, or A - E in Scotland and Wales.

General group

The general group is not considered to be at financial risk as is the case with the low-income group, but pensioners can still qualify if they meet a series of other criteria about their home energy efficiency, medical diagnoses, and other factors of consideration.

  • Homeowners who live in council tax band A - D in England, or A - E in Scotland and Wales, AND have an EPC rating of D or below.
  • You or someone in your household has a medically diagnosed health condition that can be exasperated by the cold.
  • You or someone in your household has a child under the age of 5 or a resident over the age of 65 (a pensioner).
What are council tax bands?

Council tax bands are tax valuations levels based on the value of your domestic property. All homes are banded on the same criteria, looking at your home size, location, layout, character and other factors.

Can pensioners get a loft insulation grant if not on benefits?

If you’re wondering whether there is free loft insulation for pensioners not on benefits, you’re in luck. Pensioners who do not receive benefits may still be able to get a free loft insulation grant if they meet a sufficient degree of other qualifying criteria.

These criteria focus on exceptional circumstances, such as medical diagnoses, vulnerability to cold conditions, having home residents who are children, and other matters of consideration.

For those who don’t meet these criteria, the ECO4 scheme has introduced a concept of flexible eligibility, or ECO4 Flex, that allows those outside of the criteria to make a case for why they should be granted financial support.

The ECO4 Flex is a household referral mechanism that allows local authorities to make a case on behalf of homes that they consider in need of financial support. Homes granted this consideration can receive up to 50% cost coverage from their respective energy supplier.

How can I apply for the ECO4 flex?

Your local authority must opt in for the ECO4 Flex programme for you to be eligible to apply for grants for loft insulation for pensioners. Contacting your local authority can help you find out more about this.

If you are eligible to apply for an insulation grant for pensioners via your local authority, you can contact them to request a referral case to be made. You will likely need to go through a housing assessment to collect evidence for your case, which can then be submitted via the official ECO4 Flex email on the UK government website.

How to apply for a loft insulation grant for pensioners

Applying for a loft insulation grant for pensioners is relatively simple, though the process differs based on the scheme you are applying to. Here is the general application process for each government-backed grant scheme:

  • Great British Insulation Scheme (GBIS): To apply for the GBIS scheme, visit the official UK government website and the designated webpage. There, you can fill out an online application form, or contact the scheme administrators via email or telephone.
  • Energy Company Obligation (ECO4): To apply for the ECO4 scheme, contact your energy supplier directly to further discuss eligibility, next steps and application. You will likely undergo a house assessment as part of your qualification, from which your energy supplier can decide on effective home upgrade measures.

Pensioner insulation grants are great, however, it’s just the beginning of the road! To make sure you get the best job possible, it’s important to work with a professional installer

Government grants expect qualifying households to work with a PAS 2030-2035 certified installer, ensuring quality workmanship and industry-standard installations. However, finding the perfect installer can be a tedious process of scouring websites and arranging phone calls.

Luckily, GreenMatch UK can handle this for you! Simply spend 30 seconds filling out our online form, and we’ll send you up to 3 free home-tailored quotes straight from our nationwide network of pre-vetted installers. The best part?
